At the height of COVID-19, California hospitals were consuming oxygen faster than commercial suppliers and fixed infrastructure could reliably deliver it. The problem was not simply finding more cylinders. It was creating a safe, mobile system that could generate, transfer, stage, and deploy oxygen wherever hospital demand exceeded local capacity. While serving within California EMSA’s Department Operations Center, members of the team now being assembled through Flag & Forge helped design the program and carried the leadership, engineering, coordination, and field work required to turn that concept into deployable capability.
The program-design and engineering teams developed the specialized electrical-distribution and physical oxygen-interconnection equipment required to make the system work where complete commercial solutions did not yet exist.
The resulting capability supported a six-region depot network with deployable oxygen concentrators, hospital backup systems, large generators, transport units, and around-the-clock coordination across a state of nearly 40 million residents.
Clinical supplies, technical components, oxygen equipment, and general sustainment resources were coordinated across hospitals, Alternate Care Sites, Mobile Field Hospitals, shelters, and responder teams operating in different locations with different requirements.
This was not theoretical planning. It was deployable infrastructure built by a multidisciplinary team during an active statewide emergency to reinforce hospitals when oxygen demand overwhelmed normal systems. The team coordinated its development, deployment, and sustainment across California. That same field-first engineering discipline now informs Flag & Forge.
